unwanted help boxes pop up an are not needed or wanted

In El Capitan Beta current version....
Help boxes keep popping up and usually obscure the field that I am trying to fill
In Safari if I go to where you close a window I get a box saying customize toolbar.
They are very situation sensitive, but usually obscure the field that you are trying to type into.

1. What are they called
2. Where can I shut them off
