Ipad OS 11 will not accept bluetooth pairing

Brand new 9.7" Ipad ios 11. Using a Logitech slim folio with keyboard. the Ipad will not pair. In the initial manual setting up of the Ipad the keyboard paired. after recovery of Cloud info and apps the keyboard did not pair.

I tried to pair a Mouse no luck.
Ipad and the Keyboard will pair with a Macbook Pro no problems

any suggestions?

I am thinking of restoring to Factory fresh and starting again
