Playlists aren't syncing to my new iPad 9.7

I have a new iPad 9.7 wireless version (not the Pro.) I see all my songs from iTunes in my library on my iPad. But I don't see any of the Playlists that I have on both my MacBook and iPhone. I tried syncing the iPad manually to the MacBook via a USB cord/port. But nothing changed. Can someone help me?

-Which version of macOS/OS X on the MacBook?

Thanks for reaching out -- here are my versions:

iOS 11.4.1 on iPad
iOS 10.3.3 on iPhone 5 (this is the highest version that is supported on iPhone 5)
macOS High Sierra 10.13.6 on MacBook
iTunes version 12.8.050 on MacBook

OK, thanks for the additional information.

The playlists should sync. ;) I wonder if they are just in a different place. Have you tried switching the Music > Library on the iPad to Downloaded Music, then see if the playlists are there?

Thanks. When I go to Music > Library on the iPad, I don’t see the option for Downloaded Music. I see these options: Recently Added, Playlists, Artists, Albums, Songs. When I go to Playlists, it is empty. Any suggestions?
