Website Management Data window problem

Safari 13.1.2.
1. A while ago, one site only (Daily Kos) began loading and reloading very rapidly. I cleared cache and all cookies, and it worked. Now it's doing it again and I realized that both times it happened when I either replied to, or posted a comment. Anyone know what might be happening?
2. Between the first and second instances, I re-enabled cookies, and from the behaviour of my websites it looks like I have them now.
3. I want to delete the individual cookie from the website above, but no cookies are showing when I go to "website management data".
Anyone have any idea what's going on? Thanks

Hello and welcome.

Your Mac is using macOS 10.13.6 High Sierra, correct?

Sounds like you may be running into the issue where the security certificates in older versions of macOS are expirring and aren't compatible with the latest Internet security protocols.

Have you tried it in another browser like Chrome?
