Why does mouse pointer change to coloured ball and keep rotating?

It does that to let you know that it's thinking about the task at hand ... if it's thinking for what seems like an eternity then press Opt Command Esc to bring up a box which tells you if an app isn't responding. You can then select it and click the "Force Quit" button.
