Itunes won't force quit

Hi I am using El Capitan software, and using iTunes 12.3.3.17, and iTunes is refusing to Force Quit. I want to back up my iTunes library but unable to do so as the software will not close. Suggestions please.

Have you tried this: Force an app to close on your Mac. You may have to try it more than once.

Let us know if that works.

Using the Force Quit closes iTunes in that mini program, however iTunes remains at the bottom of the screen, and does not disappear. I have repeated this exercise many times and still the same result. Even turning on and off the computer, and leaving the computer turned off for several hours has not changed anything. Next suggestion please
