ibook G4 new hard drive - OS install problem

I have installed a new hard drive in my ibook G4 (14"). I now need to reinstall the OS. I have retail OS X 10.2. disks but they won't boot when I restart with the C key held down and tried with the option key - the install disk just isn't seen. I have tried downloaded copies of various OS X versions - none of them work either. I don't want to but another copy of OS X, because I have a feeling they won't work either.

Can anybody help?
