Can't figure out how to stop Mac from verifying an app

Hey guys! I have a file that can't be opened if it's being verified (too large), so I'm trying to stop that from happening.

I've already basically turned off my gatekeeper by doing the "sudo spctl --master-disable" thing in terminal and allowing it to download apps from anywhere, turned off Spotlight, and tried opening the app with my internet turned off, but it keeps trying to verify it.

Is there anything else I can do? I'm on MacOS High Sierra 10.13.6

Since you're on High Sierra, another option is to go to "System Preferences" > "Security & Privacy" > "General" and change the "Allow apps downloaded from" setting to "Anywhere." After that, try opening the app again. If it still verifies, it might be built into the app's security measures.
