Apps won't open without internet ?

I updated to Mojave and now when the internet is down I can't open my apps? they just won't open for some reason has anybody else had this?

No, I haven't run across that in my experience.

Which specific applications won't open, or is it all, including the default Apple applications like Mail, iTunes, etc.?

All the default apps and other apps like clean my mac VLC Very strange, this has all happened since I changed to Mojave.

Do they just bounce and never open, or do you get an error message? Are there any that open at all?

Are you only trying them in the Dock? What happens if you double-click them in the Applications folder?
