Organize apps on iPhone with Mac

I have an older OS system on my Mac, 10.13.6. How can I use my Mac to organize my iPhone apps. I used to be able to do it by plugging my phone into the computer and work on iTunes but now I can't.

I can't upgrade my OS to something newer because it shuts down my "vintage" Mac.

You can't. You have to do it on your iPhone. It's been that way for a few years now.
