I recently bought a Late 2014 refurbished mac mini desktop and updated it but when I attempt to install xcode through the app store I get this message,

Xcode can’t be installed on “Catalina” because macOS version 13.5 or later is required."

It's running macOS Monterey Version 12.7.2 how am I supposed to install Xcode if I'm receiving this message?

I think Xcode 14.2 will work with Monterey. Try these links.

You can download the latest versionof Xcode for monterey at https://download.developer.apple.com/Developer_Tools/Xcode_12.5.1/Xcode_12.5.1.xip

Once you download the file double click on the Xcode_12.5.1.xip file to decompress Xcode. Then move the Xcode.app tto your Applications folder and launch the it to finish the installation.
