Why do I have to turn off Wi-Fi to use cellular data?

My iPhone 12 Pro has IOS 16.3 and Verizon cellular. When I am out of Wi-Fi range I can't play radio on music, I can't browse in Safari, and I can't even play podcasts unless I turn off Wi-Fi.

Wi-Fi Assist is turned on. Cellular Data is turned on. Cellular Data Options is set to "Roaming on". Verizon Wi-Fi Calling is on.
Safari and a whole bunch of other apps are turned on under Cellular Data.

What am I missing?

Cellular roaming allows your phone to connect to another cellular carrier's network, normally used when traveling abroad. Additional charges will be incurred over your standard plan. It is separate from connecting to Wi-Fi.

Then I won't miss it. I'll see if that means I will connect next time I'm in one of those spots.
