I can't sync because it locks up moving photos, but can't turn that off.

My iPad won't finish synchronizing, getting stuck with synching photos. I rebuilt my Mac's photo library. I've shut down my iPad. I can't turn off synchronizing photos in my Finder (to my Mac's photos library), because it's trying to synchronize. I have a M1 iMac and all up-to-date operating systems. I turned off "Photos" in my iPad's iCloud settings, and in my iPad's "Photos" settings. I backed up my Photos Library.photoslibrary file and deleted it.

Is there another way to turn off synchronizing photos? (or better yet, to make it work reliably?)
