Why can't I download email attachments from Outlook on Macbook Air?

Yet again I'm astonished that the most basic, simple action becomes impossible on Apple devices... I'm just trying to download an attachment from my Hotmail account - in Chrome - to my Macbook Air. Can anyone explain why nothing happens when I click 'download'? On every other device I own this is simple...!
