Upgrading USB 2?

I recall reading somewhere awhile back of someone who was able to upgrade the USB 2 on their Mac to USB 3 by running the signal through some external device.

Is anything like this possible? Or am I just confused about what I remember?

You can do this by using a Thunderbolt 1 Dock. The problem is finding one, and the cost. I have seen some on eBay, but they are priced too high in my opinion.
