Upgrading 2009 MacBook Pro to monterary

I am trying to upgrade MacBook 2009 and installed a new SSD and 8 GB RAM. I created a boot disk for Monterary and when installing from the boot disk it’s struck with Apple logo and status bar still at zero. Can someone please help if you have faced similar problem and if yea how did you resolve it.

The maximum MacOS that your MBP will take is 10.11 El Capitan, so you cannot install MacOS 12.
