Powermac G4 won't start

My powermac G4 (OS 10) won't boot, I get a light blue screen and that's it. I have tried every test in the book, the hard disk is OK (so it tells me) as is the monitor.
Any ideas anybody?

Can you start it from the installation disks? Does that work?

Alternatively, can you start it on safe mode? See that link for additional information.

That's part of the problem – I don't have the start up disks. I have tried 'safe' mode but nothing happens. I have been through the whole routine as recommended by Apple. I have been able to get the machine to check the hard disk and it found no problem, I have checked the battery and that's OK. I don't know where to go from here. [I am using our Intel imac for this stuff]
