Just got new Macbook Air (M1 w Monterey). Lots of my $thousands of Applications will no longer run. Can I "back install" an earlier OS so that they will run? They ran in High Sierra on an Intel Macbook

Unfortunately, no. The current M1 MacBook Air will not run any version of macOS before Monterey.

What software titles are you looking to run, as they will probably need a paid upgrade to be compatible?
