until today when charging the iPad it showed up a percentage in Green but now shows
up Yellow as a percentage (changing to another new charging cable makes no difference

This means that you have low power mode enabled. Let the iPad charge past 20% and if it doesnt change go to Settings > Battery and turn off Low Power Mode.
