I have a new 13" MacAir that I bought 7 weeks ago. I'm not a heavy user, some browsing, EM, using some photos for painting references. I transferred most of what was on my vintage MBP. I keep getting a message saying that my start up disc is full and to delete some files. what does this mean?

Your Mac needs approx 20% free space to operate well. If you select MacintoshHD & right-click & choose Get Info you will see the ratio between used/free space.
