Mail won't quit

I know this sounds odd, but I can't get Mac Mail to quit. The option is grayed out in the file menu, it doesn't go away when I try to force quit, and it's preventing me from shutting down and restarting my computer. What's up? Thanks

Have you tried repairing permissions or running a good maintenance app?
