Language Issue - English Selected, Chinese still showing up in system commands

Hello, I recently installed an upgrade kit to a MacBook Air to double the size of my SSD drive. Everything is working fine however, some of the command boxes are still showing up in Chinese when I have selected English as the language of choice. How do convert this to English. (see example)

I have gone into System Preferences/Language & Region and have selected English and for the most part everything is running in English. I am not sure how to fix this at the system level. The hard drive was running Sierra and I have upgraded it to Mojave Version 10.14.5.

Any help in pointing me in the right direction would be greatly appreciated.

Hello and welcome.

Not sure what may have caused that issue during the upgrade. Does the issue occur on all dialog boxes, or just some?

Try reviewing the settings here: Change Language & Region preferences on Mac.
