Items re-opening when they shouldn't after login

After I log in it takes 30 seconds to a minute until I can do anything because windows are opening at random interrupting what I’m doing.
The finder window opens automatically, as does iCloud and Outlook and Mail.
I have close windows when quitting an app selected.
In users and groups I have ZERO items set to open automatically when I log in.
In the Dock I do NOT have mail/outlook, etc.. set to open at login under Options.
I’ve checked LaunchAgents. There are quite a few LaunchDaemons but not apparently related to the apps which are causing the problem.
I don't want to reload since I'm having another issue with my data. I can't clone the disk anymore of course. I can't copy my personal folder because it says it needs to be downloaded even though location says it's on the Mac HDD.
Aside from a couple gallons of holy water, does anyone have any suggestions?

  • Which exact model Mac?
  • Which version of OS X/macOS?
  • When you restart or shut down, did you uncheck Reopen windows when logging back in?
