Ipad reload issue.

I'm having an issue doing reset to Ipad that was given to me by a person who can't remember her passcode. It keeps telling me Ipad is locked.
I've done a reset with My Laptop connected using Itunes but it keeps asking me for previous owners passcode which she can't remember.
I would like to be able to use this Ipad but I'm kinda stuck here.
Frustrated but not ready to give up just yet.

Is it asking for the iPad password or AppleID password?

If its the iPad password, you can use Apple Configurator to restore the iPad.

If she has Find My turned on though after the restore, you will need to have her enter her AppleID and password in order to activate it.

Ipad passcode. Apple Configurator will only work on Mac right?
Not Win. PC to Ipad like Itunes.

Correct, you need a Mac running macOS Monterey or later.
