iMac G4 "Panic: We are hanging here..." message + keyboard not working

Hi. I just inherited an iMac G4. I've used a few macs in the past but am basically a mac novice. The guy who gave it to me wanted to clean it up before handing it over and it seems like he deleted some system files. The keyboard is not working. The mouse lights up but also doesn't seem to do anything. The computer was in normal working condition before he trashed the files. I have all of the discs and I thought I would try reinstalling everything but I can't even open the drive.

When I turn it on this is what I see:

By opening the drive, do you mean you cannot insert the CD in order to re-start from it? You should be able to slide the CD in the slot.

Thanks for answering me. I don't think there is a slot. The CD drive is behind a white panel which you are supposed to open with a key on the keyboad. I know how to open that manually but underneath the panel is the drive which I believe is supposed to pop out so that you can place the disc in it but I don't know how to get it to open without the keyboard. Would just inserting the disc even help? It seems like the system is completely frozen.
