How to speed up/slow down video in imovie 08??

I am so frustrated. I can't find anywhere how to speed up or slow down video. I've read in a couple of blogs that it might not be possible for imovie 08 and they say to download imovie 06 but none of the links ever work.

If anyone could please help it would be very much appreciated :)
