How to change language on applications when it doesn't show up in the options list

How to change language on applications when it doesn't show up in the options list. The language (Lithuanian) is chosen as Primary in the Preferred languages list, but Lithuanian isn't shown as an option in the list for languages for applications. Is there a way to change that?

I think that would depend on the application. The system chooses display language for third party apps only if that option is available in the app. For example my email client states;

"Currently, Spark supports English, German, Simplified Chinese, Ukrainian, Russian, Spanish, French, Italian, Japanese, and Portuguese languages.

The display language in Spark depends on the language selected in the settings of your device: if your device language is German, Spark will be displayed in German as well.

Note: If Spark doesn’t support your device's language, it uses the next supported language listed in the system language preferences.
Therefore, if your device language is Hindi, and English is the second on the list, Spark will be displayed in English."

Ah, well as a “native” app it should align with the system language setting.
