If Safari somehow became corrupted or damaged, your only recourse is to reinstall macOS. I don’t know of any way to download a standalone Safari.app installer. Your best course is to boot into Recovery to reinstall macOS. If you are not running the most current version of macOS on your Mac, Recovery will update it to the most recent version that your hardware will run.
Don’t forget to do a complete backup before doing so.
