You might need to add them again in the Bluetooth section of System Preferences? I'm just guessing based on the info you provided.

Do you have the Bluetooth icon in the upper right hand side of your menu bar in Finder? You can set up a Bluetooth Device via this pull-down menu.

I have the Bluetooth icon, however my trackpad is not working so I can't get to it to turn it back on. I can not do anything but power up? I cannot reinstall, I cannot do anything without my keypad and mouse.

You have to get a wired USB mouse, if you can't borrow one, most places sell them. It can be just be a cheap junk thing.
