Appletalk will not turn on when using PCMCIA ethernet card on my PowerBook 1400c?

Hi All can anyone tell me why when my ethernet is up and running through my PCMCIA slot using an ethernet card
on my PowerBook 1400c I can not get AppleTalk to turn on?

I remember something called LocalTalk Bridge from Apple. Honestly, it's been so long, all that knowledge is buried deep in my brain.

Which version of Mac OS?
