2011 mac pro stuck in boot loop

I am fixing a 2011 mac pro for someone. So heres the cheese: it boots up to the normal apple logo and then I get about 20% on the loading screen and lines of code start scrolling across the screen, then it blacks out and the GPU fan just guns it for about 5 seconds then it just repeats over and over and over and over and over

Have you tried booting into safe mode?

To restart in Safe Mode, hold down “Shift key” while the computer restarts immediately after you hear the start up Chime (and not Before release the key).
If the system loads properly, then you know that the issue is likely with some third party extension or add-on that you installed possibly.
