So, I opened up Photos today (for the first time in like, a week) and I saw all my photo thumbnails look like this and I have no idea why. Some of my other photos also have the iCloud symbol on them, but I haven't done anything with iCloud. Why has this happened?

Hello and welcome.

-What version of OS X?
-What version of Photos?
-Do you have an iCloud account? If so, have you enabled iCloud Photo Library, iCloud Photo Stream, or iCloud Photo Sharing in  > System Preferences... > iCloud > Photos > Options...?
-Is your Photos library still in Macintosh HD > Users > your user > Pictures?
-Do you have a Time Machine or other backup of your data?

Hi there :)

I am on MacOS Siera.
I do have an iCloud account, but I have note enabled it for Photos as my Photos library exceeds the amount of iCloud storage I have.
The photos are in the Photos Library, which is in the Pictures folder.
No I have not used Time Machine.
