I went to grab a snack and when I got back my screen looked like a radar scan or the old tv test pattern. The only thing that could've happened is my chihauhau could've run across the keyboard while I was gone. Ive turned it on and off several times but nothing changes.

Try restarting in Recovery Mode, how you do this will vary depending on which model Mac you have and to a lesser degree which operating system you have.
