the download dialogue doesn't come up

Hello, I hope someone can give me a hand.

In the last few days I can't download anything, when I use the firefox or safari and press the a link to any type of download the dialogue doesn't come up, this never happened before and I don't have any idea what can be.
I have a macbook with tiger.
