Apple Mail will not download large pics

My me.com or icloud.com Apple email accounts will get stuck downloading large pics while my sbcglobal.net account
does not care and will download multi-MB pics. Does Apple limit download size? Is there a setting in email preferences that
I am failing to find? me.com will download a 100 KB pic but get stuck downloading a 1 MB version of the same pic.

-Which version of OS X/macOS?
-Are you accessing all of the email accounts with the Apple Mail app?
-There is a 20 MB limit for directly attached files in iCloud mail...up to 5 GB with Mail Drop turned on.

I think the software is up to date. Cannot see why 1 MB pic fails on me.com/iCloud.com etc
in Apple mail. Now I just send small versions of pics or use sbcglobal.net account.

The apple mail accounts also have problems downloading some pdfs which I guess
is also a size problem.
