Send icon has disappeared from mail.

Try control-clicking the toolbar and select “Customize Toolbar…” and in the window that opens, you can drag the Send icon into the toolbar, and the clock Done.

Sounds like parts of Mail was corrupted. Maybe time to reinstall macOS. In the meantime, with a composed draft ready to send, from the menu bar, select Message -> Send (⌘⇧D).
