Safari Not Loading Images

safari is not loading images, starts with bbc news site and increases to other sites.....was on el capitan and tried firefox and the two browsers began to overlap, launch for firefox came up while trying to use safari, had serria installed and due to problems of some apps (dictionary) not loading properly went back to el cap. and had an archive and install preformed..... all seemed to go well then the problem started again, am running a late 2015 i mac 3.7 ghz and is only a year old this late june have tried everything from emptying caches to history clear and nothing seems to work ........
can anyone offer some help...

Enabling “Develop” menu in Safari may help you. By default “Develop” menu is disabled in Safari for OS X, follow below given steps to enable it:
  • Go to Safari and choose “Preferences”
  • Click on “Advanced” tab
  • Select the check box next to “Show Develop menu in menu bar”
  • Close Preferences, “Develop” menu will now be visible between Bookmarks and Windows menu
After this click on “Develop” menu there is an option to disable images. This option might be accidentally enabled, select and disable the same.
