Restoring iTunes Library

I have a iTunes database file and want to put it back in to iTunes. I tried adding a file and folder to the library but nothing. People say I should import the file but I can't find where import is. I have the latest version of iTunes, the one with the Genius sidebar. BTW I have a Windows Computer. :confused::confused:
