My son deleted her hard drive on his older Mac with disc utility then tried to reinstall MacOS X using disc utility downloading from Apple.When the download is complete it does not restart and just takes me back to the disc utility menu.How can I fix this, thanks

When you say that its at Disk Utility do you mean the Recovery HD?
There are 3 options to enter Recovery...
Command-R: macOS Recovery installed on your Mac..
Option-Command-R: Latest version of macOS Recovery (over the internet).
Option-Shift-Command-R: The version of macOS Recovery that originally came with your Mac or the closest version that’s still available (over the internet).
Depending on the Mac and what version of macOS you are installing, you may need to change the date for the installer to work properly,
