Reinstall on a clone ssd

booting from ext. ssd clone, previous ssd failed, message and app store unreachable....recommended that a reinstall of os may fix issue ....are there any problems with reinstall on a clone ......(mojave 10.14 external samsung t7 ssd....have cloned current boot ssd so 2 copies available)

No problem I can think of. If you can boot from your primary (internal?) drive, you can download the installer through the App Store. Search for “macOS Mojave” in the search field. Click on the Mojave window that comes up until you can see the GET button. Click on the button and System Preferences should start to download the installer into your Applications folder. When the download finishes it will automatically launch; but first quit and make a copy of the file. Now that you have quit the installer, it will remain there without starting automatically. Keep for future use.

If you can boot from the cloned SSD, do so; into Safe Mode if possible. From there, double-click on the copy of Install macOS Mojave.app to start the installation process.

tried to reinstall safe mode and "not an apfs" format came up refused to reinstall, utilities dosent offer anything but journaled on erasing / reformat, so down loaded from internet, now have a dmg of mojave but dont want to lose external ssd contents, do have bootable cloned copy on separate ssd but dont want to wind up with same problem, it was cloned from the ssd im trying to reinstall with mojave......... even if the back up ssd was erased and stared over still no apfs in utilities is offered but the internal hd is apfs.......this is all very confusing.........
