Password protect a pdf with Preview?

I'd like to password-protect a pdf I export in Preview. The Export pane has a "Permissions" button, but it's dimmed. Can't use. How do you go about using that button, as https://support.apple.com/guide/preview/password-protect-a-pdf-prvw587dd90f/mac
tells you to do?

I am running macOS 13.6 and setting a password is different than in the article at Apple.

With the PDF opened in Preview, under the File menu, there is an option to Edit Permissions, and it brings up a window where you can enter a password to open the file, also an Owner password..

Ah, that's correct for my Monterey. Thank you. Now, why in the world do they even have a Permissions button that's greyed out, when you can diddle the permissions from the menu bar?
