OS update failed and now I cant do anything with this Mac

Mac OS update has computer unusable.​

This screen appeared: Mac OS could not be installed on your computer. An error occurred while installing. To use Apple Dianostics, to check Mac hardware, shut down and press the power button and Immediately hold D until diagnostics begin.
Quit the installer to restart your computer. No matter what I do the Mac just keeps going between the two screens.

100% charged, slow DSL internet

what model computer what year what operating system.?
can you put into 'Recovery' mode by starting holding down the R key... that sould let you re install a new fresh system.
