One of my office PCs was infected by virus and got blue death screen from time to time. So I made my mind to make a install disk. I searched online but the burn option seems disappearing on Mojave when right clicking the Windows ISO file. How can I make a bootable Windows USB on Mac?

Is your DVD burner mounted? I checked this out on my iMac and the 'Burn' option is not there if the DVD burner is not available.

If you have access to a working Windows PC there is an easier way to do this. Format a 16gb or larger USB flash drive in FAT32 and insert it into a USB port. Then go here: https://www.microsoft.com/en-us/software-download/windows10 and use the tool Microsoft provides to build a USB Windows installer. I am assuming the misbehaving PC is running Windows 10.

But before going to all the trouble of reinstalling Windows and all the apps, you should run system file checker to repair any broken OS files that were damaged by the infection or the cleaning of it: https://support.microsoft.com/en-us/help/4026529/windows-10-using-system-file-checker
