Missing Disk Utility

Hey everyone, I'm running a mac os x 10.4.11, and I wanted to use disk utility, but i can't locate it anywhere on this computer. I used spotlight to search it as well, because its not in the utilities folder, nor is it under applications/utilities. Is there a way to get it on this computer? Thanks guys.
