Mail behaving badly

Mail keeps sending email from one (usually only this one) correspondent into SPAM. This is after I have specifically whitelisted this sender. How can I make it stop? Yelling at it doesn't do much.

Hello,
  • Is the sender in your Contacts?
  • How/where did you whitelist them?
  • Who is their email provider - Hotmail/MSN/Outlook, AOL, private domain, etc.?
  • Do you have any Rules setup in Mail that may be causing the issue?

One sender this happens to is on a private domain, the other is Comcast. For the first , I created a Rule: Whitelist: sender@domain. For both, I added to VIP list. Both are in Contacts. This is not consistent, usually they go to inbox, sometimes are sent to Junk, just often enough I can easily overlook it. The only other rules other than the Whitelist rule I created seemed to already exist: News from Apple; Rule #2, Subject contains SPAM send to SPAM; and Rule #3, From contains postmaster@crc-(something) Move message to JUNK.
