ITunes syncing photos to IPhone

How do I get ITunes to sync m entire photo library across (as opposed to a certain folder)? For reasons that remain unclear to me, IPhoto/Photos has not stored all of the photos that I have imported to my photo library over time in the same folder.

If applicable, ensure you have switched iCloud Photo Library off on your iPhone, in Settings ~> iCloud ~> Photos, then try connecting your iPhone to your Mac.
