SOLVED Having problems arranging objects in Pages

I'm trying to add a text box to a photo in Pages. On my first attempt I was successful, but subsequent photos I am unable to arrange the items. When I select it, it doesn't become "bold" in the arrange menu so I can't move it back or forward. I have also tried to group the objects my using shift click but that doesn't work either. Any suggestions?

Which version of MacOS, and which version of Pages?

MacOS High Sierra 10.13.6 not sure about Pages

Although I have a MBP with 10.14, my version of Pages is v10, and I can't replicate your problem.
