Ebook cover making

I need to make an ebook cover and need to know what software will provide a template that I can add art, photo or scanned image to as well as a title and author name.

Pages will save as eBook.
Any graphics can be included as the cover.

If you're looking for a full featured eBook manager and editor then Calibre.
