I don't really understand DropBox. In order for someone else to access a file I place in my DropBox, don't I have to send them a URL? Where do I find that? Can I make some files in DropBox 'open access' and others password-protected?

Yes one way is to choose the file you wish to link go to the right (screen shot 1)and from the menu choose share, and new box opens as my ( screen shot 2) and you just place the persons email there, click the get link box then send.

This is what you are basically doing by giving people access links, I tend to create folder for friends so they can look at its contents and also upload there own to there specific folder.
