desktop issues

when I create a new empty folder on the desktop, all folders and files that are on the desktop are automatically copied into the new empty folder. How can I stop this?

-Which version of OS X?

That is an issue I have never heard of. I wonder if there may be some form of Folder Action running. Do you use Automator/AppleScript much?
